Study on the Strategy of Efficient Service of Intellectual Property Management in Universities in the New Era for the Three-in-One of "Teaching-Research-Talent"

Abstract

In the context of the new era, the management of intellectual property (IP) in higher education institutions has become an essential mechanism for supporting the coordinated development of teaching, research, and talent cultivation. Effective IP management not only safeguards the innovative outputs of universities but also facilitates the translation of research achievements into practical applications, enhancing institutional competitiveness and fostering a culture of innovation. This paper systematically explores the intrinsic relationships between intellectual property management and the tripartite framework of teaching, research, and talent development, highlighting how IP practices can be strategically aligned to reinforce each dimension. It further identifies the current challenges and limitations faced by universities, such as fragmented management processes, insufficient awareness of IP policies, and difficulties in integrating IP into curriculum design and research activities. Based on these insights, the study proposes practical strategies to optimize IP management, including the establishment of comprehensive IP governance frameworks, the promotion of collaborative mechanisms between departments, and the development of incentive systems that encourage knowledge creation and utilization. By providing both theoretical foundations and actionable recommendations, this research aims to enhance the standardization and effectiveness of intellectual property management in higher education institutions, ultimately fostering the integrated progress of teaching, research, and talent development in a sustainable and innovative manner.
