The Availability of Human Resources in the Republic of Moldova: Entrepreneurial Perceptions vs. Demographic Realities

Abstract

This paper examines the challenges regarding human capital availability within the Moldovan entrepreneurial ecosystem. The primary research is based on a survey of 204 entrepreneurs, focusing on the availability of qualified and unqualified labor force and the impact of migration on business operations. To provide a comprehensive perspective, the study integrates secondary data from the National Bureau of Statistics for the period 2019-2024. The results reveal an important mismatch between entrepreneurial demand for qualified specialists and the available human capital, driven by population decline, massive outmigration, declining STEM (Science, Technology, Engineering, and Mathematics) enrollment, and exceptionally high economic inactivity. The findings highlight that migration and economic inactivity, particularly in rural areas, constitute structural barriers to entrepreneurial development and competitiveness.
