Abstract

This paper studies the concept and objectives of further liberalization, it displays the information model analysis of gas prices, and in several sections it presents the model of market liberalization regarding the supply and distribution of fuel in the Republic of Croatia. The study covers the types of alternative fuels as a means of heating, the effect of income and substitution effects, the market for distribution and supply of natural gas in the Republic of Croatia, the participants in the natural gas market, the existing legislation, the formation of prices for all market participants, and measures for improvement. The paper also presents the method for calculating the selling price of gas for privileged customers, and the method for calculating the cost of gas for tariff customers and tariffs. Full liberalization of natural gas supply and distribution in the market is recommended, and it is pointed out that there is a need to strengthen legislation and supervision so as to avoid instability in the energy sector and possible energy crisis. The prices of natural gas on the Croatian market were analysed based on a sample of 30 sellers (suppliers) and there is a list of companies with highest and lowest gas prices after the decision of the Croatian Government, valid from May 1st 2012.
