Institutos de fomento empresarial sectorial: una comparación del INYM y del INV desde un marco teórico alternativo

Abstract

El objetivo de este trabajo es analizar dos instituciones de apoyo a la competitividad sectorial en el marco de la Economía Social de Mercado. Al contrastar las funciones de Instituto Nacional de la Vitivinicultura y del Instituto Nacional de la Yerba Mate con los principios estructurales y regulatorios de la ESM se observa que constituyen dos casos muy distintos debido a que en el marco del INV se fomenta la competitividad sectorial de forma compatible con la visión de la ESM, mientras que el INYM posee funciones enfrentadas a la ESM (p.e. políticas que restringen la libertad económica y generan la necesidad de continuas intervenciones para paliar los efectos negativos generados).
