Innovation in Russian Health Care System Toward the Effective Mechanism in Resource Allocation

Recently, the economic aspects of health care have gained greater attention. This is due primarily to the fact that health care costs in the countries with developed market economies have continued an upward trend: on average in OECD countries, they made 9.8% in 2010. Herewith, a situation when the growth rate of GDP in some countries (the OECD average in the 2000s, average annual growth in real GDP per capita was 2.2%, and health care - 4.2%) becomes a cause of a concern in the society.In Russia, the solution to the problems of health financing has now become one of the most important conditions for ensuring the health of its citizens, especially as the current state of the health system in the country is considered by many experts as critical. In such conditions, first primary is given to a search for the most effective mechanisms, on the one hand, of mobilization, and on the other – of the distribution of resources on public health.The aim of this paper is to examine these aspects, highlighting possible prerequisites of choice of one or another alternative of health care financing. The paper uses administrative data to gain into the characteristics of a specific distributive mechanism.
