Risicobeheersing bij strategievorming: een exploratief onderzoek

Abstract

Een onvoldoende rationeel strategisch besluitvormingsproces kan leiden tot onlogische strategische keuzes. Risicobeheersings­kaders als het COSO-raamwerk geven geen expliciet inzicht in de risico's bij strategievorming. Op basis van de literatuur werken wij 2 typen risico's uit: (1) het gebruiken van beperkte of onjuiste informatie en (2) het onvoldoende zorgvuldig wegen van strategische opties. Deze risico's valideren wij in een exploratief onderzoek onder bestuurders. Wij concluderen dat de door hen genoemde risico's gedeeltelijk corresponderen met de risico's uit de literatuur. De bestuurders zien echter ook risico's die samenhangen met onvoldoende pragmatisme in strategievorming en signaleren niet expliciet de in de literatuur naar voren gebrachte risico's van een suboptimale groepsdynamica en dominant strategisch discours.
