Abstract

A especialização inteligente tornou-se o quadro de referência para a Política de Inovação e de Coesão da UE, como estratégia de desenvolvimento regional, promovendo o crescimento inteli- gente, sustentável e inclusivo, sendo constituído como condicionalidade ex-ante da atribuição dos Fundos Europeus Estruturais e de Investimento (FEEI) no período de programação 2014-2020. O objetivo principal deste artigo é analisar o contributo da Estratégia Regional de Especialização Inteligente na competitividade das sub-regiões NUTS III de Portugal, no período de programação 2014-2020. Este artigo adota uma abordagem dedutiva, assente numa escolha metodológica quantitativa. Co- meçamos por analisar o Índice de Competitividade Regional (ICR) nas várias regiões NUTS II da UE. Seguidamente, analisamos a evolução da competitividade nas NUTS II e III de Portugal, com- parando os anos 2014 e 2021. Por fim, realizamos uma análise de regressão, com vários indicadores explicativos divididos pelos 3 sub-índices do ICR.
