Equidade nos pagamentos das águas em Portugal: 2005-2016 e regiões NUT II

Abstract

Alcançar, até 2030, ‘o acesso universal e equitativo à água potável e segura para todos’ é uma das metas do Objetivo de Desenvolvimento Sustentável 6, das Nações Unidas. Este trabalho aborda a dimensão da acessibilidade económica, sendo o seu objetivo geral avaliar a equidade nos pagamentos das águas em Portugal ao longo de uma década bem como nas suas regiões NUT II. Os dados provêm do Inquérito às Despesas das Famílias 2005/06; 2010/11 e 2015/2016. Para quantificar a disparidade entre os recursos das famílias e os seus pagamentos das águas, é estimado o índice de Kakwani (π_K) para perceber se estes pagamentos são proporcionais (π_K=0), regressivos (π_K 0). Os 20% mais ricos gastaram com águas, em média, entre 2 e 2,7 vezes mais do que os 20% mais pobres. Contudo, a despesa total média dos mais ricos foi entre 5,4 e 6,9 vezes a dos mais pobres. Em 2015/2016, o peso médio da despesa com águas foi mais baixo na Madeira (1,32%) e mais alto nos Açores (1,79%). Os resultados para o índice de Kakwani confirmam a regressividade nos pagamentos das águas no país e nas suas regiões e sugerem um agravamento no tempo.
