Abstract

Este artigo discorre sobre a pertinência do processo de avaliação de impactos territoriais, em particular na União Europeia, bem como sobre os principais marcos da afirmação da dimensão territorial, no domínio da avaliação de impactos, em que têm prevalecido, sistematicamente, lógicas de análise socioeconómicas e ambientais. Porém, a nosso ver, estas lógicas, ao negligenciarem componentes inerentes ao ordenamento e ao desenvolvimento territorial, acabam por produzir avaliações de impactos redutoras e incompletas. Por outro lado, na nossa opinião, os métodos de avaliação de impactos territoriais existentes não valorizam devidamente alguns elementos fundamentais da análise territorial, o que nos levou a propor um modelo alternativo (o TARGET_TIA), que aplicámos à avaliação de impactos territoriais da Política de Coesão da UE em Portugal (1990-2010).
