Indicadores de Dotação e Qualidade das Infraestruturas – O Caso Português

Abstract

A multidimensionalidade do conceito de infraestruturas requer indicadores que consigam captar as suas componentes mais relevantes. Nesse âmbito, duas óticas fundamentais de medição analisam as diferentes vertentes de infraestruturas de forma isolada ou através da utilização de um índice de infraestruturas. Este artigo procura contribuir para uma medição mais apropriada das infraestruturas e, nessa medida, compreende, por um lado, uma nomenclatura de infraestruturas que inclui as dimensões fundamentais do fenómeno e, por outro, um leque alargado de indicadores de dotação e qualidade para cada uma das dimensões individualmente consideradas. Os indicadores sugeridos podem servir de base para uma leitura desagregada das infraestruturas ou para uma medição compósita do fenómeno e são aplicados a um caso concreto, Portugal.
