Abstract

Atualmente, a definição de áreas urbanizáveis obriga à sua delimitação rígida, o que se traduz numa maior dificuldade de acolhimento de oportunidades, na potenciação da especulação fundiária, na maior dificuldade de regulação do mercado e no incremento de uma atitude passiva por parte dos proprietários. A metodologia proposta procura ultrapassar esta questão e, em simultâneo, enquadrar as grandes preocupações que se colocam a uma política de solos consequente, melhorando a capacidade de resposta dos municípios na gestão de oportunidades e capacitando-os para uma intervenção mais ativa com vista ao cumprimento da estratégia estabelecida, diminuindo a incidência de especulação do solo e incentivando uma atitude proativa e criativa dos particulares.
