O Crescimento Urbano e os Sistemas de Gestão e de Planificação na Cidade da Praia, em Cabo Verde: Proposta de uma nova Abordagem na Intervenção Urbanística

Abstract

O presente artigo tem como objectivo analisar as relações existentes entre as formas de crescimento urbano identificadas na cidade da Praia e a estrutura do sistema de gestão e de planificação urbana. Especificamente, tentamos compreender até que ponto os problemas estruturais da cidade estão enraizados no sistema de gestão e de planificação. A partir da análise do crescimento da cidade e do sistema urbano, tentamos apresentar uma proposta de abordagem de ordenamento do território e de planeamento urbanístico que consideramos que será a mais adequada às características da Praia. Para aproximar mais os citadinos do sistema de gestão e de planificação urbana, apresentamos uma proposta de nova organização da cidade em 10 sectores urbanos e a criação do Departamento de Gestão dos Sectores Urbanos na estrutura orgânica da Câmara Municipal.
