Determinanty Oceny Jakości Działań W Organizacjach Publicznych

Abstract

Artykuł przedstawia rozważania dotyczące formalnych i teoretycznych podstaw oceny jakości działań w organizacjach publicznych. Wyjaśniono pojęcia: podmiot publiczny i organizacja publiczna. Przedstawiono syntezę charakterystyki strategii „Sprawne Państwo 2020". Przeprowadzono analizę porównawczą celów strategii i ich wskaźników oraz omówiono jej wyniki. Zinterpretowano normatywną definicję jakości w kontekście organizacji publicznych. Przedstawiono również pojęcie wartościowania jakości z uwzględnieniem międzynarodowych wskaźników jakości w administracji publicznej. Zapropo­nowano podejście umożliwiające przeprowadzanie oceny jakości działań w organizacjach publicznych. W podsumowaniu zawarto syntezę uwarunkowań oceny jakości działań w organizacjach publicznych.
