Abstract

Актуальность темы определяет тот факт, что человеческий капитал является решающим фактором развития экономики и общества. Человеческий капитал включает в себя интеллект, знания, высокопроизводительный труд и высокое качество жизни. Вероятностная оценка на основе среднесрочного сценарного прогноза изменения структуры населения позволил провести системный анализ уровня развития человеческого капитала в городе Алматы и оценить последствия осуществления имеющихся государственных программ, аргументировано обосновать необходимость реализации некоторых изменений в них для достижения качественного развития рынка труда.
