Abstract

Советская система жилищного финансирования представляла собой централизованное распределение бюджетных средств на строительство государственного жилья с последующим распределением среди граждан. Данная система в период обретения Казахстаном независимости и перехода к рыночной экономике показала свою несостоятельность. Основным источником средств, как это происходит в большинстве экономически развитых стран мира, становятся собственные средства граждан, а также кредиты банков. Наиболее перспективным решением «квартирного вопроса» специалисты в области недвижимости считают развитие системы долгосрочного ипотечного кредитования.
