Применение Идентификационных Номеров На Территории Казахстана

Abstract

Во многих странах основной составляющей систем персонального учета является наличие у каждого лица индивидуального идентификационного номера, который присваивается, например, при регистрации рождения. Системы формирования индивидуальных идентификационных номеров отличаются в различных странах. Индивидуальный идентификационный номер содержит в закодированном виде сведения об индивидуальных и не меняющихся со временем признаках конкретного лица (в основном, дата рождения, пол, числа, различающие людей, родившихся в один день, и контрольное число). Идентификационный номер указывается в документах, удостоверяющих личность гражданина. Он позволяет обеспечить интеграцию данных о физическом лице из разных информационных систем и устранить дублирование данных о гражданах. Идентификационный номер может присваиваться также юридическим лицам на основании различных критериев. Идентификационный номер используется в таких сферах как налогообложение, социальное страхование, образование и других. Идентификационный номер также предполагает оказание гражданам интегрированных услуг на основе «электронного правительства».
