Abstract
Certes, la mondialisation a optimisé l’échange commercial et a généré l’évolution du marché international, toutefois elle a également ouvert des grandes portes à la corruption. Ainsi, ce comportement aussi vieux que l’existence humaine a pu conquérir tant de terrain que d’ampleur. Par ailleurs, en dépit des débats conjugués autour du thème de la corruption, à différentes échelles, un consensus sur sa définition demeure hors de portée. Outre la polymorphie du concept, c’est manifestations varient incessamment selon les personnes, les objectifs, les domaines, mais également les cultures. Nombreuses sont les tentatives déployées afin de contourner le terme « corruption » et y attribuer une définition aussi pertinente qu’exhaustive. Toutefois aucune entente ne semble établie malgré la distinction révolutionnaire de Heidenheimer entre les définitions relatives à l’opinion publique ou celle relatives à la fonction publique ou encore celle issues de l’intérêt public, les critères de définition demeures loin d’être univoque. Entre pot-de-vin, cadeaux, graisse roues ou autre appellation, la corruption reste dissimulée profitant de surcroit de son aspect discrétionnaire. C’est vrai que l’IPC est universellement reconnu en tant qu’outil d’évaluation de l’ampleur de la corruption, toutefois il a été largement critiqué. En d’autres termes l’IPC ne semble pas susceptible de fournir des mesures fiables de la perception de la corruption. Notre objectif est de clarifier les différentes définitions du terme corruption ainsi que ses différentes formes. Dans ce sens, une revue de littérature serait indispensable pour projeter plus de clarification sur ce phénomène social. Dans un second temps nous mettrons en évidence les différents indicateurs susceptibles d’en mesurer l’ampleur. Classification JEL: A10 Type de l’article : Article théorique
