Uso repetido do seguro-desemprego no Brasil-1986-1998: teorias e evidências

Abstract

The objective of this paper is to briefly evaluate the program of unemployment insurance in Brazil, covering the period from 1986 to 1998. The text emphasizes the nature, the duration and some other characteristics of the repeated usage of the benefit, as well as the implications of this fact for the program itself. We also present some theoretical considerations and empirical evidences on the theme, produced in the United States and Canada. Some stylized facts about the recent Brazilian experience are also presented.
