A Hipótese de Fragilidade Financeira Aplicada ao Setor Público: Uma Análise para a Economia Brasileira no Período 2000-2009

Abstract

O artigo tem dois objetivos: por um lado, elabora-se, à luz da Hipótese de Fragilidade Financeira de Hyman Minsky, um Índice de Fragilidade Financeira para a estrutura financeira do setor público; por outro, analisa-se, a partir do referencial elaborado, a referida estrutura financeira para as contas públicas da economia brasileira, entre 2000 e 2009. As conclusões do artigo apontam, baseado no Índice de Fragilidade Financeira elaborado, que o setor público brasileiro apresentou uma posição especulativa ao longo dos anos 2000. A consequência imediata dessa postura financeira especulativa foi o crescente endividamento público e o esgotamento dos graus de liberdade da atuação estabilizadora do setor público..
