Experience the implementation of environmental performancein foreign governance

Abstract

The environmental situation in the world every year only getting worse. No country in the world, no matter how rich and developed it may be, can not solve their own environmental problems. We need to clearly coordinated action by all States. Nature and shared the same for all, she does not know frontiers. Therefore disturbances in the ecosystem of a country is the same phenomenon in other countries. Positive experience in public administration in the field of environmental activities in countries such as the US, Japan, Germany, Sweden and worth considering Ukrainian state in determining the mechanisms of action in this area of public administration. In addition, it is extremely important in the context of European integration efforts of Ukraine, is the consideration of experience in this area of the EU. Thus, the formation of an effective system of environmental management is impossible without studying foreign experience - a comparative analysis of data, identification of specific characteristics and causes that determine the choice of specific governance mechanisms. For an optimal system of administrative and legal environmental management and environmental protection in Ukraine should use modern foreign theory and practice, the interest of which is primarily the desire to adopt the best developments in other countries. A cost analysis of the experiences of developed countries in the field of environmental protection will help to identify ways and means to adapt to Ukrainian realities. Now is the time to seriously rethink mankind relationship to nature, while joint efforts of nations and peoples in the struggle to save the planet's biosphere, the implementation of new local, regional and international programs for further development and survival, which should be based on a new social and political principles on environmental , deep environmental knowledge and increased general human environmental consciousness.
