Improving the efficiency of management of the use and protection of forest resources

Abstract

This article examines the impact of ecological - economic situation in Ukraine for the organization of environmental activities. Determined that the realities of domestic environmental management indicate a lack of stimulating actions of the current system of economic regulators, their inability to induce natural resources for the implementation of environmentally friendly methods of farming. It is proved that a decisive factor in the reorganization of forestry enterprises plays a need to strengthen the competitive relations in the market and products lesosyrya forestry production. Studied the experience of Romania, which was one of the first European countries with economies in transition (in 1991). Forest auction introduced for the granting of rights to harvest standing timber in state forests. Extremely urgent task of regional forest policy is to improve the system of fiscal regulation of forest resources towards stimulating reforestation and afforestation, sales of processed products, not rough pieces, accelerating the introduction of advanced technologies of non-wood materials. Therefore, viewing and require the fees based on the value of the annuity that is created using wood from the fact that the value of the wood makes a significant impact natural factor and a significant time lag between planting forests and its ripeness. Legal and methodological design and development tools require taxation of forest land solely on the basis of differentiated. It should also be clearly defined in terms of intergovernmental relations on the distribution fees for special use forest resources.
