Abstract

The paper investigates the reasons for the slow updating of national power and the legal system of authoritarian-oriented paradigm to paradigm equivalent of the triad levels of natural law: human rights, civil rights of the individual and social rights of the individual. The problem of the formation of semantic reference real practice of public administration, rule of law, social state of the people. Considered barriers development of a "public administration" in Ukraine.
