Emissions Trading System: Opportunities and Limitations in Russia

Abstract

In the current political and economic conditions in Russia due to the sanctions of Western countries, there is a need to stimulate economic growth taking into account international trends in its greening. Each country has its own limits to a green economic growth, which are reduced by environmental policy tools. The Russian government is already partially applying and developing such tools. But if the introduction of carbon tax has not yet passed the stage of discussion, the pilot project of emissions trading system (ETS) in Russia is already planned to be launched in September 2022. The article aims to evaluate the effectiveness of the introduction of ETS in Russia.
