Abstract

The article analyzes the peculiarities of international e-commerce regulation, including within the framework of the General Agreement on Trade in Services (GATS), the WTO Information Technology Agreement, the WTO Working Group program on Electronic Commerce, as well as the free trade agreements. The current initiatives to update WTO rules on Cross-Border e-commerce both multilateral and within stakeholder groups are examined. The scope of the challenging issues discussed during the negotiations is indicated. The article analyzes the current regulations related to the implementation of electronic commerce in the Republic of Belarus, which was submitted for the WTO discussion. Some suggestions to elaborate a possible country position of the Republic of Belarus in the negotiations on the development of new rules in the field of e-commerce are presented.
