A single window of opportunity for Russian exporters

Abstract

Governments face the challenge to enhance trade, improve national export support systems and customs administration. One of the measures is the reduction of the number of documents required for export through the use of electronic automated systems. The absence of a “single window” mechanism, the data and documents duplication in customs procedures create additional barriers for Russian exporters. In order to achieve the objectives of the Priority Project “System Measures for the Development of International Cooperation and Export” authors propose a solution to simplify formal requirements for export documents, improve electronic data exchange and provide the automation of customs procedures in accordance with the best practice of OECD and EU.
