Proposals to development of a bibliometric assessment of S&T

Abstract

The article contains review of the main advantages and general drawbacks of publication activity indicators, which can lead to serious consequences for the Russian science. To solve the problem of minimization negative factors’ influence author developed a number of proposals to publication activity in- dicators, which are used in S&T policy.
