The Russian Market of Higher Economic Education: from Rationing to Kvazidumping

Abstract

Recently, the important developments and new trends were identified in the field of the higher education. It makes the need to have some kind of aggregate «photos» of the market of higher economic education in the country. Such kind of “photo” is suggested in this article. It is based on a simple econometric model that takes into account the volume, cost and quality parameters of the market. The authors discuss the fact overheated market, rationing, kvazidumping and weak reaction of consumers to the quality of education. The measures to address these shortcomings are offered in the article.
