Hand-Operated Experiences by a Scientific and Technological Complex in Post-Soviet Russia

Abstract

In modern researches and practice of public administration some faithful and poorly differentiated concepts for designation of the main object of scientific and technological policy are used. This object is defined usually either as the sphere, or as a complex, or as the potential which are characterized most often by means of phrases «scientific and technical» or «scientific and technological». In article an example of real intellectual level of modern practice of public administration is reviewed by national scientific system. This example is the understanding in managerial documents of a scientific and technological complex. Intellectual quality of documents regarding understanding of a scientific and technological complex does them almost unsuitable for real management.
