Cooperation of the Russian Scientific Community with Foreign Russian-Speaking Diaspora: Prolog to New Models

Abstract

In article the detailed assessment of scientific cooperation of the Russian research groups with the representatives of the Russian scientific diaspora who have saved up experience of successful work in modern western scientific laboratories invited to Russia is given. At certainly positive assessment of that it was succeeded to make, in article it is specified numerous difficulties which it was necessary to face and to representatives of diaspora, and representatives of the accepting Russian organizations at the solution of elementary organizational questions. The main thought is reduced to that at a present condition of the Russian scientific and technical sphere more effective not to invite representatives of diaspora to Russia (though such invitations all the same it is necessary to use), and to send to the foreign laboratories headed by representatives of diaspora, the Russian scientific youth. The author in detail states such scheme of legally fixed relations with diaspora at which return of the youth which has worked of 3–5 years in well equipped modern research western laboratory, back, for work in the Russian scientific organization will be guaranteed.
