Abstract

The paper proposed a model of interaction among the innovation process (the process of commercialization of research results), and federal programs involving the exchange of intellectual products. A similar pattern of interaction leads to competition between existing development institutions themselves for scientific and innovative projects, activates the intellectual property market, as well as procedures for sales and investment. Proposed system with the exchange of intellectual products as a system element can be regarded as an adaptation of the model of the innovation process to Russian conditions.
