Regulation and Government Support for Innovation in the Regions of Russia: Current State and Problems

Abstract

The article analyzes the legal acts of subjects of the Russian Federation regulating social relations associated with innovation. It is shown that at the regional level there is no assurance of the uniform application of the law in the regulation of similar public relations. In particular, the legislation of the subjects of the Russian Federation, there are discrepancies in understanding and realization of innovation policy, which prevents the creation of a unified system of innovation across the Russian territory. Most of the subjects of the Russian Federation has no legally defined system of executive authorities responsible for the support of innovation, as well as distribution of authority, there is a legal-linguistic ambiguity in formulation of legal limits of government influence on subjects of innovation, there is no clear distinction in regulation of private and government support to innovation. This creates a variety of managerial problems in the field of innovation with negative consequences on efficiency of the system of state support for innovation activity in the regions of the Russian Federation.
