Principles of Selective Financing of Initiative Scientific Projects

Abstract

There are three basic mechanisms involved in financing of initiative research projects: provisional expenses for public research organizations, selective issuing research grants by public scientific foundations and selective financing of works for state needs. The last mechanism is usually applied in the course of actions specified by federal target programs, and follows regulations, provided by the Federal Law of 21st July, 2005, known as The Law on Government Procurements. A typical example might be seen in selection procedures applied during fulfillment of the Federal target program “The growing of new generation of people ready to research and teach in the innovative Russia”. The analysis of results of procedures applied for selection of projects, to be recognized as the best fitting to state financial support, reveals significant drawbacks caused by purely bidding approach, originated from the Law on Government procurements
