Standard Questions of Employment of Foreign Researchers at Scientific Research Institutes and High Schools of the Russian Federation

Abstract

Globalization in scientific and technical sphere assumes creation of favorable conditions for the international circulation of intellectual labor and opening by all countries of the markets of scientific work. The question of legislative maintenance of system of measures of original integration of the Russian science in a science world remains to one of most actual. This question is important also in connection with attempts of attraction of the Russian scientists-emigrants to joint projects. Thus, that cooperation with diaspora has special character, the basic problems and "bottlenecks" of legislative base weren't showed yet to the full, till now they have latent character. In given article it is considered, set of the Russian standard documents, in a case when the scientific research institute or high school solve a problem of strengthening of a personnel component at the expense of the foreign colleague how works.
