Monitoring of Interaction of Russian Scientific and Educational Organizations with Foreign Scientists

Abstract

Introduction. International science and technology cooperation is the most important direction of strengthening international relations, maintaining effective foreign economic activity, the development of national science, as well as improving the socioeconomic situation in the country. The article presents the results of the monitoring of interaction of Russian scientific and educational organizations with foreign scientists in 2018. Monitoring tools. The research was carried out through sending requests in Russian organizations (scientific organizations and organizations of higher education under the Russian Ministry of Science and Higher Education, as well as the Kurchatov Institute, the Joint Institute for Nuclear Research) in order to collect statistic data and analyze the information obtained with the help of MS Excel. Research results. It was revealed, that in 2018 Russian organizations actively cooperated with foreign scientists. The geography of the countries, the residents of which are foreign scientists presented in the study, is quite wide – 115 countries. Most scientists came to Russia from Germany – 1,024 in 204 organizations. In terms of the number of scientists with whom cooperation was carried out, the leader is the Joint Institute for Nuclear Research, which collaborated with 546 scientists. To a greater extent, Russian organizations interacted with specialists in natural sciences – 4,259 foreign scientists, including 1,921 physicists, visited 263 Russian organizations. Most of the foreign scientists presented in the study (4,281 people) interacted with Russian colleagues within the framework of joint research projects, including international ones. The authors identified age groups of scientists and the goals of visiting Russia. In addition, the scientific fields in which foreign scientists specialize were classified according to the OECD classification. The results of the study are presented in tables. Conclusion. In the context of globalization the deepening of international scientific relations, broad participation in international technological exchange, as well as the mobility of scientists and professors, become the critical factors of the successful development of national science and economy. The interaction of scientists from different countries also offer great opportunities for science diplomacy, which often makes it possible to reduce political tensions between countries.
