Monitoring of patenting in the priority area of scientific and technological development “Transition to advanced digital, intelligent production technologies, robotic systems, new materials and design methods”

Abstract

In this article, the authors set the task to monitor the global flows of patenting inventions and utility models in such areas as robotics, digital technologies, artificial intelligence, new materials and new design methods to identify the retrospective and current state of technology development. For the purposes of this study, the authors used one of the most complete databases of patent information in the world – Clarivate Analytics’ Derwent Innovation, which includes the Derwent World Patents Index and the Derwent Patents Citation Index. The applied approach made it possible to reveal the leaders of patenting in the chosen areas, and also to determine the positions of Russia in the world ratings of patent activity. The authors clearly demonstrated how the toolkit of patent analysis of information databases can be adapted to the study of technological trends in the context of the priorities of the scientific and technological development of the Russian Federation, the cross-cutting technologies of the National Technological Initiative, and the identification of new technological directions both at the global and national levels. On the basis of the study the authors conclude that Russia’s contribution to the global patent flow in the considered areas is insignificant, partly due to the lack of favorable tax conditions for the export of intellectual property rights. The results of intellectual activity created by science in Russia are not oriented to practical application, and the system of their transfer in general does not correspond to global trends. To overcome this disproportion, it is proposed to develop a professional standard that fixes the functionality in the field of patent licensing policy and the transfer of intellectual property; to improve tax legislation in terms of creating favorable conditions for the export of rights to the results of intellectual activity.
