Book Review: Graham L. Can Russia Compete? The Innovation History of Czar, Soviet and Modern Russia

Abstract

Russia's scientific and technological development remains one of the highest priority in Russia. However, S&T development is often discussed out of historical context. In contrast to many other authors and decision-makers Lauren R. Graham considers the history and prospects of the relationship between science and power in the country.The author considers the Russian to be very creative people. An educated people all over the world are familiar with the names of Russia composers, writers, mathematicians, physicists. "However, the technology is a different story". Innovation development is consdered by the Russian government as one of the highest priorities. But it seems that the barriers to innovation thinking have been existing for centuries. In contrast to many other authors and decision-makers Lauren R. Graham considers the relationship between science and the government in our country in historical context.
