Sosyal Transfer Harcamalarının Hanehalkı Tüketim Harcama Yapısı Üzerine Etkisi: Türkiye Örneği

Abstract

Bu çalışmanın amacı devlet tarafından sağlanan sosyal transfer harcamalarının hanehalkı tüketim harcamalarında yarattığı etkinin incelenmesidir. 2008 küresel ekonomik krizi ve Covid 19 salgını ile beraber günümüzde küreselleşme olgusu ve devletin ekonomideki rolü üzerine tartışmalar yaşanmaktadır. Bu tartışmalarda belirleyici unsur, ekonomik yapı içerisinde devletin aktif rol alıp almaması üzerine olmuştur. Sosyal devlet anlayışı olarak ifade edilen bu rol özellikle dar gelirli hanehalklarına çeşitli yardımlar ve destekler sağlama ilkesi yer alır. Bu destek ve yardımların başında sosyal transfer harcamaları gelmektedir. Bu harcamalar dul ve yetim aylıkları, emekli maaşları, burslar, işsizlik sigortası gibi kalemlerden oluşmaktadır. Sosyal transfer harcamaları sonucu bireylerin gelir elde etmesi beraberinde bunu tüketime yönlendirmesini gerekli kılar. Dar gelirli hanehalklarının bu geliri nasıl tükettiği iktisadi açıdan önemlidir. Çalışmanın amacına bağlı olarak sosyal transfer ile hanehalkı tüketim harcamasının yapısı arasındaki ilişki Türkiye İstatistik Kurumu tarafından yayımlanan 2019 Hanehalkı Bütçe İstatistikleri kullanılarak, Genelleştirilmiş Doğrusal Regresyon Modeli (GLM) yardımıyla analiz edilmiştir. Uygulanacak yöntem ile temel besin maddeleri ile eğitim ve sağlık hizmetlerine yapılan harcama üzerine sosyal transferler, eğitim, yaş ve cinsiyetin etkisi analize konu olmuştur. Bu analiz sonuçlarına göre, Türkiye ekonomisinde sosyal transferler, dar gelirli hanehalkının temel besin maddeleri ile eğitim ve sağlık hizmetleri tüketimini artırmıştır.
