Abstract

Tahun 2021 menjadi salah satu tahun terberat dalam menghadapi gelombang ketiga pandemi Covid-19 di Indonesia. Penyebaran varian delta yang terjadi pada akhir Triwulan-II 2021 mendorong Pemerintah melakukan kebijakan pembatasan mobilitas melalui Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) Darurat. Kebijakan yang perlu ditempuh demi mengurangi penyebaran Covid-19 ini memberikan implikasi pada berhentinya kegiatan ekonomi masyarakat, termasuk di dalamnya aspek ketenagakerjaan. Untuk menjaga daya beli masyarakat ketika masa PPKM Darurat dan setelahnya, Pemerintah melalui Kementerian Ketenagakerjaan (Kemnaker) Republik Indonesia dan BPJS Ketenagakerjaan kembali memberikan Bantuan Subsidi Upah (BSU) yang sebelumnya sudah disalurkan pada tahun 2020. BSU 2021 dikhususkan untuk mereka yang bekerja di sektor esensial yang terdampak oleh PPKM Darurat dan memiliki upah di bawah Rp3,5 juta atau di bawah Upah Minimum Provinsi. Nominal yang diberikan kepada penerima manfaat tersebut sebesar Rp1 juta.
