Abstract

Este trabajo analiza el papel de las agencias de desarrollo regional (ADRs) en el diseño e implementación de políticas científico-tecnológicas y de innovación gubernamentales. El caso elegido es el del País Vasco, antigua región industrial cuya evolución, desde 1980, se ha destacado como un ejemplo exitoso de transformación productiva impulsada por una sólida política industrial regional. El análisis se inscribe en la literatura sobre el rol de las ADRs en la política industrial y examina, desde una perspectiva histórica, la naturaleza, misión y funciones de esta ADR, así como su relación con el gobierno regional en la formulación e implementación de políticas. Se estudian tres dimensiones clave mediante dos metodologías: la cuantificación presupuestaria y el análisis cualitativo de su rol en diversos programas. El trabajo ofrece resultados de interés tanto para la literatura teórica sobre el papel de las ADRs como para la aplicación y coordinación de las políticas públicas.
