Aprendizaje institucional y formación de políticas científico-tecnológicas y de innovación en Galicia: un enfoque histórico, 1981-2020

Abstract

El aprendizaje institucional es considerado como uno de los principales cimientos de un exitoso proceso de formación de políticas de innovación. No obstante, la literatura está tradicionalmente más centrada en el análisis de los componentes e interacciones de los sistemas de innovación. El principal objetivo de este articulo consiste en analizar la evolución histórica del aprendizaje institucional vinculado al proceso de formación de políticas de innovación en Galicia entre 1981 y 2020. La metodología se basa en el estudio de actas e informes de diferentes departamentos y comisiones encargadas de las políticas de innovación. Esta información fue recogida del Archivo de Galicia, de la Axencia Galega de Innovación (GAIN) y de literatura relevante. Las evidencias empíricas subrayan la influencia clave de los diferentes niveles de gobierno en el Ejecutivo autonómico. Además, el Gobierno autonómico es considerado como un agente reactivo en las políticas de innovación durante todo el periodo. KEY Classification-JEL: O31; O33; O38; N74
