Better regulation - good governance dimension

Abstract

The concept of good governance is generally recognized at European level, its content being expanded and developed from the economic and political dimension to a legal principle immanent for the rule of law and to common EU policies. Rule of law is a guarantee against arbitrary and abusive exercise of power; legal rules provide certainty and security for regulated relations by their clear, consistent, stable, predictable character. The activity of quality evaluation of legal regulations must have a permanent and systematic character and contribute to building a genuine culture in this respect.
