The institution of the prefect in Romania: challenges and perspectives in the digitalization context

The Prefect Institution in Romania occupies a central role in ensuring the implementation of national policies and coordinating local administrative structures. The digital transformation of public administration requires the adaptation of organizational capacity, operational procedures, and citizen interaction to new technological standards and that has generated both opportunities and challenges for this institution. At national level, the main challenges include the need to harmonize traditional bureaucratic practices with the requirements of digital governance, increase transparency while safeguarding data security, and develop the professional competencies of civil servants. By analyzing the legislative and bureaucratic constraints faced by the Prefect's Office in Bihor County over more than ten years, an example of good practice was presented, one that succeeded in overcoming the challenges. Digitalization offers significant prospects for enhancing the efficiency of administrative decision-making, improving communication with local communities, and promoting an open governance agenda. The use of e-government platforms, electronic signatures, and digital archives contributes to reducing procedural delays and strengthening citizens' trust in public institutions. The objective of this paper is to provide an analysis of the role and importance of digitalization within the Prefect's Office in Bihor County, the challenges encountered, as well as perspectives for ensuring administrative transparency.
