Abstract

In the wake of President Carter's decision to suspend the sale of agricultural goods to the Soviet Union, the Administration has sought to offset potential declines in farm prices. As a result, agricultural issues took on an even more important role when the 96th Congress resumed in 1980. Congress had completed work on several important agricultural issues in the first session of the 96th Congress and laid the groundwork for 1980 decisions in other areas-including grain target prices and gasohol production. The overnight transformation of these issues to very high priority made early 1980 a lively time for agriculture on Capitol Hill. Of course all plans and schedules in Congress will be subject to revision as Congress responds to events developing abroad.
