Influencia de los factores de gestion en la produccion de bienes publicos en el olivar de regadio

Abstract

La adecuada produccion de los bienes publicos por parte de los sistemas agrarios es una prioridad cada vez mas presente en el diseno e implementacion de la politica agraria. Para conseguir este objetivo es nevesario conocer mas en profundidad dicha produccion en los diferntes sistemas agrarios. El presente trabajo aplica un enfoque integrado de analisis a traves del empleo de la tecnica multicriterio del Proceso Analitico en Red (ANP) con el objectivo de estudiar los factores de gestion (decisiones del agricultor en el corto plazo) que influyen en la produccion de estos bienes por parte del sistema agrario de olivar de regadio del Guadalquivir. Segun los resultados obtenidos, los manejos de la fertilizacion, el riego y el suelo son los principales factores de gestion relacionados cone sta produccion. Entre las implicaciones politicas que pueden derivarse de ello se senalan las practicas agrarias que deberian promocionarse en este sentido. Asi, el presente analisis pretende servir de guia orientativa para el diseno de los nuevos programas e instrumentos de la Politica Agraria Comun. The adequate production of the public goods from agricultural systems is an increasing priority for the design and implementation of the agricultural policy. For that purpose, a more profound knowledge of the production of such goods from the different agricultural systems is required. In this paper an integrated approach is applied using the Analytic Network Process (ANP) with the objective of analysing the management factors (farmers' decisions in the short term) that influence the production of public goods by the irrigated olive agricultural system of the Guadalquivir River basin. Results show that the most influential factors affecting such production are fertilization, soil and irrigation managements. Among policy implications, some good agricultural practices that should be promoted for an enhanced provision of public goods by this agricultural system have been identified. This analysis can serve as an orientation guide for the design of the new instruments of the Common Agricultural Policy.
