Algunos apuntes sobre la relacion entre las politicas europeas agraria y de competencia en el marco de las discusiones sobre la PAC post 2013

Abstract

Este articulo intenta aportar algunas refleciones sobre la relacion entre dos grandes politicas europeas, la Politica Agraria Comun por un lado y la Politica de competencia por otro. Estamos confrontados a un serio problema de rentas hoy en el sector agrario y la solucion no se puede encontrar del lado de las ayudas publicas sino de los ingresos procedentes de los mercados. El dificil contexto economico en el que se estan discutiendo las futuras perspectivas financieras de la Union Europea, obliga a ser extremadamente prudente en todas las propuestas que tengan un coste presupestario. Pero cabe ser imaginativo, innovador aunque con sentido de la responsabilidad en todas las propuestas sin, o con reducido, coste presupuestario. Por esto la relacion entre la Politica Agraria Comin (PAC) y la politica de competencia europea se ha vuelto un elemento central de las actuales discusiones sobre la PAC post 2013. This article develops some thinking on the relation between the Competition and Agricultural Policies in the European Union. The farming sector is confronted to a severe income crisis and its solution will not come from the public expenditure but through increase market income. In the current very difficult budgetary situation, we have to be prudent as far as expensive new instruments are concerned and imaginative when they have no, or minimum, budget consecuences. This is why the relation between those 2 policies have become a central element of the current discussion on the CAP post 2013.
