Abstract
El termino 'acaparamiento con fuerza en los ultimos anos para describir el renovado interes de las empresas por la tierra agraria, que se materializado en forma de cerramientos y privatizaciones de tierras a gran escala. Sin embargo, este termino esconde importantes diferencias respecto a la legalidad, la estructura y los resultados de los acuerdos comerciales sobre la tierra, de manera que desvia la atencion respecto al papel desempenado por las elites y los gobernos locales como socios, intermediarios y beneficiarios. Este articulo aborda las adquisiciones recientes de tierras propiedad del Estado y tierras bajo regimenes tradicionales de tenencia en el sur de Africa. Se presta especial atencion a sus diversas manifestaciones: la cuestion de la dimension de las superfiies negociadas, la duracion de los acuerdos, el origen de las inversiones, los productos y los modelos de negocio en torno a los cuales se implementan, los acuerdos de tenencia y los recursos a los que dan acceso, los terminos de los arrendamientos y las compensaciones, el grado de desplazamiento de usos y usuarios, los regimenes de trabajo y la creacion de empleo y los cambios en los asentamientos y las infraestructurasa. El articulo argumenta que estos acuerdos, aun respondiendo a diversos modelos, estan transformando y exacerbando la politica sobre la tierra, a la vex que considera las implicaciones para las trayectorias -actuales y futuras- de cambio agrario en la region. The popular term 'land grabbing' has emerged in recent years to describe renewed corporate interest in farmland which has taken the form of large-scale enclosures and privatisation of land. Yet the term obscures vast differences in the legality, structure and outcomes of commercial land deals and deflects attention from the roles of domestic elites and governments as partners, intermediaries and beneficiaries. This paper addresses recent acquisitions of public lands and land held under customary tenure in Southern Africa. It draws attention to their diverse manifestations- to questions of size, duration and source of the investments; the commodities and business models through which they are implemented; the tenure arrangements and resources accessed; the terms of leases and compensation; the degree of displacement; labour regimes and employment creation; and changes in settlement and infrastructure. The article argues that land deals, while varying widely, nevertheless are transforming and exacerbating the politics of land, and considers the implications for unfolding and future trajectories of agrarian change in the region.
