Las Indicaciones Geograficas en la nueva cuestion agraria A quein pertence el Queso Cotija?

Abstract

Puede esperarse que las indicaciones geograficas ofrezcan una alternativa propicia a la implementacion de un desarrollo territorial sustentable? Pueden contribuir las IG a la preservacion de los partrimonios ambientales y cognitivos locales? Pueden aportar alguna respuesta a los desafios que plantea el cambio planetario (cambio climatico, crisis energetica y alimentaria...), especialmente en los paises del sur? Estas preguntas delimitan in campo problematico amplio y complejo que abordamos desde los enfoques de la economia patrimonial y en base a un analisis interdisciplinario que asocia agronomia y ciencias sociales. Nuestro planteamiento sigue una metodologia inspirada en el concepto de intensificacion ecologica. En primer lugar porque esta nocion marca una ruptura clara en la orientacion del cambio tecnologico: la intensificacion se aplica mas a los recursos ecosistemicos que al trabajo. En segundo lugar porque pretende responder simultaneamente a una doble exigencia de incremento de la disponibilidad de alimentos y de preservacion de los ecosistemas. Asentamos nuetro analisis en la trayectoria de calificacion del Queso Cotija. No encaja el Queso Cotija en la linea actividad-productivo en la cual se asientan las I.G. Procede de una atriculation sistemas productive-producto asociados. A esta caracteristica remite su atributo de queso pastoril: su anclaje territorial procede de la aplicacion de conocimientos tecnicos y relacionales que no permiten disociar la elaboracion de los quesos de la cria de novillos o del cultivo itinerante del maiz. El Queso Cotija ha ganado una fama merecida que, de alimento rustico tiende a convertirlo en producto <>. Esta reputacion recien ganada ha inspirado proyetos contradictorios y causado conflictos que ponen en tela de juicio la permanencia misma de los sistemas productivos locales. Are the geographic indications likely to offer an alternative that favours the implementation of a sustainable territorial development? Can the GI contribute to the perservation of the local surrounding and cognitive heritage? These questions define a wide and complex problematic field that we consider from the patrimonial economics point of view and as the basis of an intredisciplinary analysis that combines agronomy and social sciences. Our statement follows a methodology which originates from the environmental intensification concept. Firstly because this notion marks a break in the orientation of the technologic change: the intensification applies to the ecosystem resources more than to labour resource. Secondly because it is supposed to simultaneaously meet a double requirement of the increase of the foods availability and the ecosystems preservation. Our analysis is based on the way to the qualification of Queso Cotija (a Corsican Cheese). It is identified as a pastoral cheese- its territorial base originates from the application of technical and relational knowledge which doesn't allow to dissociate the cheese making from the heifer raising or the itinerant corn cultivation. The Queso Cotija has gained a deserved fame which, from a rustic food, tends to turn it into a "gourmet" produce. This recently-acquired reputation has inspired contradictory projects and caused conflicts that question the very permanence of the local productive systems.
