Evaluacion social multicriterio del territorio agricola: el caso del olivar de bajo produccion

Abstract

El presente trabajo analiza el tipo de getsion del olivar, o su posible reconversion al bosque mediterraneo, que maximiza la provision de bienes y servicios comerciales y no comerciales de este sistema agrario. Metodologicamente se combinan tecnicas de analisis multiveriterio de agregacion de preferencias indiciduales, el metodo analitico jerarquico (AHP), y el analisis territorial mediante los Sistemas de Informacion Geografica (SIG). La informacion primaria procede de una encuesta a la poblacion para determinar sus preferencias sobre las funciones que deberian cumplir este sistema agrario y de varias entrevistas personales a gripos de expertos, uno para cada funcion, para evaluar como cada sistema de gestion contribuye a la consecucion de estas funciones. Ambas fuentes de informacion se integran posteriormente un SIG que georreferemcia el tipo de gestion que maximiza el bienestar de la sociedad. Los resultados sugieren que la funcion mas valorada del olivar de montana es la fijacion de la poblacion rural (un 24 por ciento), seguida por la produccion de aceite de oliva (un 18 por ciento), la prevencion de incendios (un 17 por ciento) y la lucha contra la erosion (un 16 por ciento). El modelo general de optimizacion plantea reconcertir aproximadamente dos tercios del olicar gestionado de forma convencional por otros tipos de gestion (integral o ecologica) o su reconversion al bosque mediterraneo. In this paper alternative management systems of olive plantations and its restoration to Mediterranean forest are analysed in order to optimise the provision of market and public goods of this agricultural system. Methodologically, the Analytic Hierarchy Process, to assess citizens' preferences for the functions that olive plantations (Olea europaea L.) in mountain areas should provide to Society and experts' opinions about the adequacy of each olive production system for the achievement of such functions, is combined with a Geographical Information System (GIS) to determine changes in agricultural land use to optimise social welfare. According to the populations' responses, keeping the rural population in the villages (24%), the production of olive oil (18%), the prevention of wildfires (17%) and the reduction of soil erosion (16%) are the most valued functions. The general GIS model indicates that two thirds of the conventional production systems should shift toward integrated and organic production systems and restoration of the Mediterranean forest to maximize social welfare.
