Concepto y gobernanza internacional de la seguridad alimentaria: de donde venimos y hacia donde vamos

Abstract

Le seguridad alimentaria es una expresion que se utiliza con frecuencia en publicaciones y medios de comunicacion. No obstante, su significado varia en gran medida de un lector a otro. A menudo, los conceptos en relacion con el hambre, la hambruna y la seguridad alimentaria son imprecisos y no es extrano usarlos indistintamente. El presente articulo trata de aclarar el concepto de seguridad alimentaria. Como punto de partida, recurre a la definicion aprobada por la Cumbre Mundial sobre la Alimentacion en 1996 y pretende explicar las cuatro dimensiones de la seguridad alimentaria. Para ofrecer una perspectiva dinamica del concepto, el documento repasa los cambios en la percepcion de la seguridad alimentaria en los ultimos 75 anos y analiza la evolucion que se ha producido. Al examinar las herramientas empleadas para reducir la inseguridad alimentaria, el documento reconoce que la de uso mas frecuente ha sido la ayuda alimentaria. Por consiguiente, al repasar los 75 anos de historia de la seguridad alimentaria, suele hacerse referencia a situaciones, instituciones, conferencias y hechos relativos tanto a la seguridad como a la ayuda alimentaria y tambien a la gobernanza de la seguridad alimentaria. Por ultimo, el articulp repasa algunas de las contradicciones y de las esperanzas en el futuro desarrollo de la seguridad alimentaria con vistas a contribuir a la reduccion del sufrimiento humano relacionado con la inseguridad alimentaria. Food security is widely used in publications and by the media. Yet, understanding varies considerably from one reader to another. Often, the concepts surrounding hunger, famine and food security are blurred and these words are often used interchangeably. This paper aims at clarifying the food security concept. It uses as a starting point definition approved by the World Food Summit in 1996 and seeks to explain the four dimensions of food security. In order to provide a dynamic perspective of the concept, the paper reviews the changes in perception of food security over the last 75 years or so and analyzes the evolution which took place. Looking at the tools utilized to reduce food insecurity, the paper recognizes that the most commonly used has been food aid. Therefore, when reviewing the 75 years of history of food security, reference is often made to situations, institutions, conferences and facts that are related to both food security, food aid and also to food security governance. Finally the paper reviews some of the contradictions as well as hopes for future development of food security with a view to contributing to reducing human suffering related to food insecurity.
