El desarrollo rural en Brasil: procesos sociales, politicas publicas y perspectivas teoricas

Abstract

El presente documento analiza las principales tendencias teoricas y los temas que articulan actualmente el debate sobre el desarrollo rural en Brasil. El documento pone de manifiesto el hecho de que el programa de desarrollo rural en Brasil, en cuya elaboracion participan activemente estudiosos, organizaciones e instituciones, ha sido formulado por el Estado y por las politicas publicas aplicadas desde el decenio de 1990. Entre los factores que han contribuido a que se entablase un debate acerca del desarrollo rural cabe destacar la creciente legitimacion social y politica de la agricultura familiar y la reforma agraria, la reorientacion de las politicas gubernamentales, la creciente movilizacion politica e ideologica en relacion con la industria agroalimentaria y los debates sobre la sostenibilidad. Tambien se argumenta que las referencias analiticas y interpretativas que los analistas estan utilizando aun resultan difusas y polisemicas, aunque han sido capaces de influir sobre los responsables de la formulacion politica. En resumen, los debates sobre el desarrollo rural en Brasil cabe destacar la creciente legitmacion social y politca de la agricultura familiar y la reforma agraria, la reorientacion de las politicas gubernamentales, la creciente movilixacion politica e ideologica en relacion con la industria agroalimentaria y los debates sobre la sostenibilidad. Tambien se argumenta que las referencias analiticas e interpretativas que los analistas estan utilizando aun resultan difusas y polisemicas, aunque han sido capaces de influir sobre los responsables de la formulacion politica. En resumen, los debates sobre el desarrollo rural en Brasil dependen en alguna medida de los programas politicos y las acciones emprendidas por el Goberno, lo que constituye en desafio al que es necesario hacer frente...The paper analyzes the main theoretical trends and subjects that integrate the recent Brazilian debate about rural development. We agued that the agenda of the rural development in Brazil, on which actively participated scholars, organizations and institutions, have been formulated by the State and the public politics implemented since the beginning of the 1990. Among the factors that had influenced the emergency of the debate about rural development is distinguished the increasing social and political legitimating of family farming and the agrarian reform, the reorientation of the state policies, the increasing sharply political and ideological quarrels with the agribusiness wing and the matters about sustainability. It is also argued that the analytical and interpretative references that have being used by the scholars are still diffuse and varied, but has been capable to influence the policy makers. As a result, it is considered that the discussions about rural development in Brazil are relatively influenced by politics and governmental agenda, what constitute a challenge to be surpassed.
